After a scandal with Chechen girls, Voronezh policemen and their families are threatened with reprisals. In Voronezh, they urged Kadyrov not to invent a national subtext in the incident with the Chechens What they say in Voronezh: “trainees”, “gypsies” and threats to police

On July 27, an incident occurred in Voronezh involving natives of the Chechen Republic and local law enforcement officers. Three police officers (two of them were in civilian clothes), without introducing themselves and without explaining the reasons, demanded that two Chechen girls who were walking a 3-month-old baby in a stroller show their documents. As it turned out later, one of the Chechens was 17 years old. On the video posted on the Web, the girls explain that they are citizens of the Russian Federation and are interested in the motives of the check; they left their passports at home. However, these arguments did not convince the law enforcement officers - the police demanded to go to the police station, in addition, they used force, trying to interrupt the shooting.

“They did not respond to our request to introduce themselves, to the request to give the grounds for their demands, they said that we were wearing headscarves and long skirts and that we could commit a terrorist attack,” the participant in the incident was quoted by bloknot-voronezh.ru.

After a call to relatives, the cousin and father of one of the girls arrived at the scene of the conflict.

“As a result, my brother was tied up, put his head on the pavement, handcuffed and thrown into a car, after which they took him to the department together with his father,” testifies a Chechen woman (bloknot-voronezh.ru).

It is significant that in the current situation, bystanders took the side of law enforcement officers: retirement age showered girls with insults on a national basis.

The scandalous detention outraged the public far beyond Voronezh. One of the first to condemn the behavior of the police was the head of the Chechen Republic, Ramzan Kadyrov.

"A shame! This is how, in one word, one can characterize the egregious incident that occurred in Voronezh. Young men in jeans and T-shirts stopped two Chechen girls on the street and demanded to see their passports. The “demanders” themselves did not show any documents giving the right to detain girls with a baby and demand passports. They didn't even introduce themselves verbally. The only reason for the "passport control" carried out by young people with a characteristic athletic appearance is the nationality of Russian citizens who have been living in Voronezh for a long time. Also the reason is that they are in headscarves. Urgent requests of a minor girl to explain to her who these people are, where and by whom they work, remain unanswered. They also cannot answer what law requires girls to take their passports with them when they go shopping. At the same time, the police officers who are nearby do not interfere in what is happening, do not utter a single word. The brother who arrived at the scene of the incident, who is also trying to find out what happened, as a particularly dangerous criminal, is thrown onto the asphalt, handcuffed and taken to the department. At the same time, young people who demand documents from girls provoke an interethnic conflict among older women who are close by. I have no information about which department the young people represented, who deliberately created a conflict situation in the city center that could escalate into street riots. But judging by the fact that in their presence the police officers did not call them to order, the guys feel confident, they know what a masquerade with a check is for. Interethnic peace and harmony in society are the main asset of Russia. Our enemies primarily want to undermine them. I am surprised that the authorities of the Voronezh region did not give an assessment of what happened. I am sure that Russian Interior Minister Vladimir Kolokoltsev will demand an audit of the legality of the actions and inaction of the participants in the incident,” the head of Chechnya wrote on his Instagram page.

Commissioner for Human Rights in the Chechen Republic Nurdi Nukhazhiev turned to the prosecutor of the Voronezh region Nikolai Shishkin with a request to conduct an investigation "on the fact of the arbitrariness of representatives of law enforcement agencies in relation to two women and a young child."

“Women who went for a walk with a three-month-old baby without taking their passports with them were asked to explain the reason for checking documents. In response, the guards demanded to go with them to the police station. Further, seeing that one of the women was filming what was happening on the phone, one of the police officers tried to snatch it and, having caught the girl's hair, tore out a tuft of hair. After that, the girls called their father - Ruslan Usmanovich Abdullaev and cousin - Shamil Yandarbaev, who arrived and brought the girls' documents. Arriving at the scene of the conflict, the father and cousin, who asked to explain the reason for the detention of the girls, were tied up and taken in handcuffs to the police department. A lot of people gathered around what was happening, and chauvinistic cries were heard against the girls, inciting ethnic hatred,” the Ombudsman informs the prosecutor.

“When the law is violated by those who, on duty, are obliged to comply with it, and the violation of the rights and freedoms of man and citizen begins. Today, when the leadership of the Russian Federation, overcoming enormous difficulties, is trying to strengthen interethnic peace, law enforcement officers are obliged to protect and protect it,” emphasizes Nukhazhiev (grozny-inform.ru).

The circumstances of the incident are being investigated by the Voronezh police and the Investigative Committee of the region.

"The leadership of the Main Directorate of the Ministry of Internal Affairs of Russia for the Voronezh Region has appointed an internal audit on possible illegal actions of police officers," the press service of the department informs.

“... The investigating authorities of the Investigative Committee of the Russian Federation for the Voronezh Region immediately organized a procedural check, during which measures would be taken to identify police officers, an assessment was made of the legality of their demands and actions, official documentation was requested and studied, eyewitnesses of the incident and victims were interviewed” , - said in the message of the TFR.

The Center for Combating Extremism of the Ministry of Internal Affairs of Chechnya is studying the xenophobic attacks of one of the eyewitnesses of the incident. In the words of the woman, the Chechen Center "E" sees signs of inciting hatred on ethnic grounds (Article 282 of the Criminal Code of the Russian Federation).

In turn, the Minister of National Policy, Press and Information of Chechnya, Dzhambulat Umarov, said that he did not see the need to initiate a criminal case.

Details

July 27 in Voronezh, a police patrol (out of three, only one was in uniform) stopped two Chechen women walking with a baby and asked them to show their documents. And when the girls refused, the police demanded to go with them to the police station. The girls declared their right to walk without documents, one turned on the recording on her mobile phone, the other called her relatives - father Ruslan Abdullaev and cousin, lawyer Shamil Yandarbaev. When they arrived, the police detained both of them (Yandarbaev, a lawyer, while they threw him to the ground and handcuffed him) and took him to the police station in an official car, and then released him. As Shamil Yandarbayev told Novaya Gazeta, he spent about three hours at the police station, there was "nothing concrete" there, they talked to the police "about everything."

Witnesses of the conflict from among the local residents commented on the conflict with the police with aggressive remarks. One of the women, caught in the frame, obscenely insulted the girls on a national basis. The most harmless remark sounded like this: "You are visiting me, and I am at home."

Soon a video about how a police officer first promises to break the phone, and then rudely detains a relative who came to the rescue of the girls, appeared on Kadyrov's Instagram with the caption: "Shame!"

Reaction

On the same day The head of Chechnya, Ramzan Kadyrov, turned to the head of the Russian Interior Ministry, Vladimir Kolokoltsev, with a request to check the actions of the police officers. He also expressed surprise at the fact that "the authorities of the Voronezh region did not give an assessment of what is happening."

Ratings followed.

On the evening of July 28 The press services of the prosecutor's office and the Investigative Committee for the Voronezh region published reports on inspections. The UK noted that "the law enforcement officers refused to introduce themselves and explain the reason for their demands, they behaved incorrectly and rudely." And they added that "the leadership of the Main Directorate of the Ministry of Internal Affairs of Russia for the Voronezh Region has appointed an internal audit on, possibly, illegal actions of police officers."

There is no official comment on the situation either on the website of the city or on the website of the regional administration. Four sources for Novaya Gazeta reported that the Ministry of Internal Affairs had taken a "tough stance", allegedly there was an order "from Moscow" not to comment on the situation. “On the same day, a gigantic inspection began,” one of our interlocutors confirmed.

The Chechen Center "E" of the Ministry of Internal Affairs, in turn, is checking the statements of a resident of Voronezh, whose comments about Chechen women, according to the department, may contain signs of a crime from the "extremist" article 282 of the Criminal Code of the Russian Federation ("inciting ethnic hatred"). Ombudsman of Chechnya Nurdi Nukhazhiev asked his Voronezh colleagues to take control of the situation. The Office of the Ombudsman for Human Rights in the Voronezh Region confirmed to Novaya Gazeta that they were "understanding."

July 29 Kadyrov spoke about a conversation with the governor of the Voronezh region, Alexei Gordeev, who "spoke with deep regret about what happened," and stated "that the leadership of the region is doing everything to preserve and strengthen interethnic peace and harmony." The television and radio company Grozny described the conversation differently: the governor "apologised to the Chechen people."

A source in the regional government told Novaya Gazeta that the conversation took place on Kadyrov's initiative and the apology is known only from his words. The governor himself at the time of the conversation, according to him, was away.

“The act of the police officers was sharply condemned by the chairman of the Voronezh Regional Duma, deputies from the region in the State Duma of the Russian Federation and the public of the city.<…>The chairman of the HRC under the President of the Russian Federation, Mikhail Fedotov, promptly reacted to the incident.<…>I don't know what Ruslan Abdulaev, his daughter and others will do. But it will not be easy for all of us to forget all this,” Kadyrov said.

In the morning July 31 The Chechens acted as follows: to the Investigative Committee, the Prosecutor General's Office and the Ministry of Internal Affairs with statements about bringing the policemen to justice.

What they talk about in Voronezh: "probationers", "gypsies" and threats to the police

An employee of the Ministry of Internal Affairs for the city, who worked together with the participants in the conflict, said that the policemen who stopped the Chechens were trainees. The only uniformed policeman was a district police officer, and the plainclothes operas were oriented towards gypsies with a child and were simply mistaken. "They mistook them for gypsies,<…>In general, the interns worked there, they didn’t notice the difference, they decided to check the documents.”

A police source said that after the head of Chechnya posted on Instagram, “threats began against operas and their relatives from the Chechen side.” Police officers, according to him, are now under protection and have ceased to appear at work.

The Jihad telegram channel published a screenshot from a video showing plainclothes policemen who stopped the girls. The inscription is superimposed on the video: “Brothers, these two goats wanted to humiliate our Chechen sisters from Voronizh. Find them and kill them” (spelling retained).

"Forgetting all this will not be easy for us"

Kadyrov commented on the conflict between the police and young Chechen women in Voronezh

The head of the Chechen Republic, Ramzan Kadyrov, said that the conflict between the Voronezh police officers, who rudely demanded that two Chechen girls with babies present documents on the street, despite the apologies of law enforcement officials, “it will not be easy for all of us to forget all this.” He wrote a comment in his Instagram, publishing along with a video message from the father of one of the girls Ruslan Abdulaev. Abdulaev, together with his son, arrived at the scene of the conflict and was detained by the police, but has already been released.

“Today they call me - they will ask for an apology, pay material, moral damage. This is all (thanks to) our head of the republic Ramzan Akhmatovich Kadyrov and his whirling,” says Ruslan Abdulaev in the video.

“I don’t know what Ruslan Abdulaev, his daughter and others will do. But forgetting all this will not be easy for all of us.<…>And valiant human rights activists took water in their mouths when a girl and a child needed support. This is their true face and their real concern for the rights of the Chechens,” wrote the head of the republic.

Kadyrov also noted that the governor of the Voronezh region, Alexei Gordeev, during a telephone conversation, "spoke with deep regret about what had happened." According to the head of Chechnya, the act of the police was "sharply condemned" by the chairman of the Voronezh Regional Duma and deputies from the region in the State Duma of the Russian Federation and the public of Voronezh.

“They did not respond to our request to introduce themselves, to the request to give the reasons for their demands, they said that we were wearing headscarves and long skirts and that we could commit a terrorist attack,” one of the girls is quoted by the Notebook edition. After some time, the father and brother of one of the Chechen women drove up. “As a result, my brother was tied up, put his head on the pavement, handcuffed and thrown into a car, after which they took him to the department together with his father,” says a participant in the conflict.

At the same time, passers-by intervened in the conflict. The video shows how an elderly resident of Voronezh invites the girl and her father to return to their homeland.

Earlier, Ramzan Kadyrov accused human rights activists and representatives of the judiciary that conflicts involving Chechens are considered one-sidedly. In his opinion, the killings of Chechens and Caucasians in other regions of Russia "are ignored by various human rights activists and publications advocating for the protection of human rights."

Today, July 28, the head of Chechnya, Ramzan Kadyrov, commented on his Instagram page on the incident that occurred with Chechen girls in Voronezh, who were stopped by the local police to check documents.

I am surprised that the authorities of the Voronezh region did not give an assessment of what happened. I am sure that Russian Interior Minister Vladimir Kolokoltsev will demand an audit of the legality of the actions and inaction of the participants in the incident.”

Earlier, the media reported that in Voronezh, the police decided to check the documents of the natives of Chechnya, who went for a walk with babies.

In a video widely shared on social media, three policemen, two of whom are in civilian clothes, are seen demanding the girls to show their passports, without showing their service IDs.

The girls demanded to explain why the check was justified and said that they left the documents at home, while they themselves went out for a walk with the children. One of the girls is underage.

The police officers were not satisfied with the girls' arguments and demanded that they go with them to the police station.

The incident that took place on July 27 in Voronezh angered the head of the Chechen Republic, Ramzan Kadyrov. The politician called the loud showdown, in which the “girls in headscarves” also participated, a shame.

The video and a comment to it were published by Kadyrov on Instagram. The recording shows how to two girls with baby two young men in civilian clothes come up and start demanding to see their passports. At the same time, the “demanders” themselves, as the head of the republic writes, do not present any documents.

Kadyrov believes that the reason for the check was the nationality of the Russian women and the fact that they were wearing headscarves. The brother who arrived at the scene tried to intercede for the girls. He wanted to find out what happens when he was thrown to the pavement, "as a particularly dangerous criminal." Then they put handcuffs on the man and took him to the department. The statesman believes that young people of athletic build provoked the pensioners who stood nearby into an interethnic conflict. On video several townspeople were caught at once, demanding from Chechen girls "to return to their homeland." Such behavior in normal people can only cause shame for these women.

I am sure that the Minister of Internal Affairs of Russia Vladimir Kolokoltsev will require an audit of the legality of the actions and inaction of the participants, - Ramzan Kadyrov writes on his page on the social network.

It should be noted that during the conflict one of the young people threatened to break the phone, on the camera of which the Chechen girl was filming what was happening. Later, a participant in the showdown reported that there was an attempt to spoil her property. In addition, one of the guys allegedly attacked her and "pulled out a tuft of hair."

What the young people wanted from the residents of Voronezh and on what basis, now the law enforcement agencies have to find out.

The leadership of the Main Directorate of the Ministry of Internal Affairs of Russia for the Voronezh Region has appointed an internal check on possible illegal actions of police officers, - said the deputy head of the information and public relations department of the department, Elena Podtynykh.
